I understand where phillyb is getting at, if someone/or a shop was trying to take credit for someone elses suggestions/work/art..etc...but thats not the case here, either way its not big deal to me, But i agree on cutting the bs thus the pics ..

When i read your post i seen that it mentioned customer cars. Thats when i put 2 and 2 together and the BS flag went up on my part..

You're just making excuses... If you didn't have that big lip on the car then you could be lower, if you had stiffer suspension then you could be lower. But you're not lower.
My bumper is an inch or two off the ground, and I could go lower if it weren't for that and me having to daily drive it. However I still got wheels that fill up the fenders enough to help eliminate the fender gap:
